TERMS OF REFERENCE : The Authority licenses and regulates commercial radio (all non-BBC Services). It is funded by the commercial radio stations. TERMS OF REFERENCE : To provide a high quality television service in Wales, with a substantial proportion of programmes and the majority of programmes in peak hours in the Welsh language. TERMS OF REFERENCE : The Arts Council of England is the national funding body for the arts in this country. It is responsible for fostering the arts through the distribution of public money from central government and revenue by the National Lottery. TERMS OF REFERENCE : To promote knowledge and understanding, and encourage the development, of the art of film in the United Kingdom. TERMS OF REFERENCE : The British Library is the national library of the United Kingdom. The British Library Board is responsible for managing the library as a national centre for reference, study, bibliographi-cal and information services.
