Explanation of row headings and abbreviations

Row A
(All Bodies)
Shows the number of bodies where there is more than one in the same group

Row B
(Executive NDPBs and NHS Bodies)
Shows the number of employees on 1 April 1998. Part-time employees are counted as half. Among the executive NDPBs, the Advisory, Conciliation and Arbitration Service and the Health and Safety Commission and Executive are unique in that their staff, while directly employed, have civil servant status.

Row C
(All Bodies)
Shows how the body’s annual report may be obtained, as follows:

    Cm = published as a Command Paper (and obtainable from The Stationery Office)

    HC =published as a House of Commons Paper (and obtainable from The Stationery Office)

    TSO =a non-statutory Stationery Office publication

    Body = obtainable only from the body or nationalised industry

    NP =not published, or ad-hoc or periodic reports only.

Row D
(Executive NDPBs)
Under an Agreement between the Comptroller and Auditor General (C&AG) and Her Majesty’s Treasury, the C&AG should be either the auditor of, or have inspection rights to, all executive NDPBs. Row D indicates whether the accounts are subject to full audit by the C&AG (marked ‘X’) or whether he has not been appointed as external auditor but nevertheless has access to the body’s books and records (marked ‘Y’). In the latter cases commercial auditors are usually employed as the external auditors. Where no symbol appears, access arrangements for the C&AG are in the process of being formalised. The C&AG (Northern Ireland) operates under a parallel Agreement in respect of executive NDPBs sponsored by Northern Ireland departments. However, executive NDPBs sponsored by the Northern Ireland Office are the responsibility of the GB C&AG.

Row E
(Executive NDPBs & NHS Bodies)
Shows the total gross expenditure (rounded to three decimal places) for 1997/98, before account is taken of income or revenue from any source.

Row F
(Executive NDPBs & NHS Bodies)
Shows the amount (rounded to three decimal places) of the gross expenditure met by Government grant or grant-in- aid for 1997/98. Unless otherwise noted, this does not include repayable loans, or payments for goods or services made by departments on a customer/supplier basis.

Row G
(All NDPBs)
Shows the net cost to that body’s sponsoring department in carrying out its sponsorship role (rounded to the nearest £1,000) for 1997/98. The figures are made up principally of staff costs, accommodation and common services costs, fees and expenses. The figures exclude expenditure which is repaid by the body; loans to the body and payments to it for services; the direct funding of the body as shown in Row F; and expenditure on associated policy work undertaken by the department which does not depend on the existence of the body.

(Executive NDPBs, Nationalised Industries, Public Corporations & NHS Bodies)
Shows Chief Executives’ remuneration details for the 1997/98 financial year. Remuneration totals are shown inclusive of basic salary, including geographical allowances such as London Weighting; performance related bonuses; any employer’s contributions paid in respect of the Chief Executive under the pension scheme; any sums paid, by way of expenses allowance; the estimated money value of any other benefits receivable by the Chief Executive otherwise than in cash; and any agreed sum on taking up appointment, if applicable. Where there has been more than one Chief Executive over the period, the aggregate remuneration is shown.

Shows the detail of appointments as at 1 September 1998. M=Male; F=Female.

    Shows details for the Chairman or President (possibly more than one Chairman).

    Shows details for the Deputy or Vice Chairman or Vice President (possibly more than one).

  • Row K
    Shows details for members.

    Ministers, civil servants or military officers who are ex-officio members of an organisation are not shown. Unless otherwise indicated, the appointments shown are made by The Queen or Her Ministers (including appointments made on their behalf or jointly, and those made by Heads of Departments in Northern Ireland), and are part-time and unpaid. However, brackets thus {} denotes an appointment by others. Bold type thus denotes a full-time appointment.

    Any remuneration (rounded to the nearest pound) is shown (in some cases as a band); these are annual payments unless noted as being per day (pd), or half day (hd), or per meeting (pm), or per case (pc). Normal expenses, that is, travel and subsistence, are not included. In general, remuneration and expenses will be reflected in the expenditure figures in either row E (for executive bodies and NHS bodies) or row G (for advisory bodies, boards of visitors and tribunals).

    Reflect tribunal’s workload, showing the number of applications received relative to the number of cases disposed of.
