Many people have helped in the development of the Assessment Framework
and in shaping the Guidance in this volume and the associated materials.
They have given generously of their time and expertise. Members of the
Steering and Advisory Groups and critical readers have contributed their
professional experience and management wisdom. A considerable debt is
also owed to consultants from different disciplines who have worked
closely with the Department of Health, especially Arnon Bentovim, Tony
Cox and Steve Walker. Throughout there has been a strong collaborative
