VOLUNTARY AGREEMENT ON THE APPROVAL AND USE OF NEW ADDITIVES IN TOBACCO PRODUCTS IN THE UK

The Tobacco Manufacturers represented by the Tobacco Manufacturers’ Association and the members of the Imported Tobacco Products Advisory Council have agreed with the Department of Health to follow the arrangements set out in the following Agreement. This agreement replaces the provisions relating to additives in the 1984 Voluntary Agreement on Tobacco Product Modification and Research.

The provisions of the agreement cover additives to cigarettes, hand-rolling tobacco, cigars and pipe tobacco as defined in Section 2 of the Voluntary Agreement.

This agreement will stand until at least 10 years from date of agreement with provision for amendment in the light of any United Kingdom legislation necessary to enact European Community legislation.

If any provision of this agreement would cause this agreement to be subject to registration under the Restrictive Trade Practices Act 1976, then that provision will not take effect until the day after particulars of the agreement have been furnished to the Director General of Fair Trading pursuant to Section 24 of that Act.

This agreement has been notified to the European Commission in line with Directive 83/189/EEC.
