Guidance on the Operation of the Animals (Scientific Procedures) Act 1986

SIGNPOSTS TO USING THIS GUIDANCE

  • If you want to know what the Animals (Scientific Procedures) Act 1986 controls, you will find an overview at Chapter 2. The Act, as amended, is at Appendix A. The use of protected animals in scientific procedures must be licensed by the Home Office at three levels: the place, the project and the person. The roles and responsibilities of certificate holders, project licence holders and personal licence holders are introduced in Chapter 3. A breeding and supplying establishment operating under the 1986 Act also needs a certificate of designation.
  •  If you are applying for a certificate of designation or are already a certificate holder in an establishment designated under the Animals (Scientific Procedures) Act 1986, you will find information about the role and responsibilities in Chapter 4. Standard conditions for certificates are listed at Appendices B and C.
  •   If you are applying for a project licence, are already a licence holder (or deputy) or conduct work authorised by a project licence, you will find Chapter 5 of particular relevance. You will also need to be familiar with Chapters 6-8. Standard conditions for project licences are listed at Appendix D.
  •   If you are applying for a personal licence, or are already a licence holder, you will find Chapter 6 particularly relevant. You can only carry out regulated procedures under a project licence (Chapter 5) in a designated place (Chapter 4). Standard conditions for personal licences are listed at Appendix E.
  •   If you are, or are likely to become, a Named Veterinary Surgeon working under the Animals (Scientific Procedures) Act 1986, you will need to read Chapter 4 and Appendices B-E. In addition to Chapters 2 and 3 (especially paragraphs 2.25, 2.26, 2.60, 2.70, 2.77, and 3.8-3.19), references to veterinary surgeons can be found at paragraphs 5.53, 5.85 and 5.86. Additional responsibilities, concerning disposal of animals and certification requirements, can be found in Chapter 8 (especially paragraphs 8.15, 8.16 and 8.29-8.35).
  •   If you are, or expect to be, nominated as a Named Animal Care & Welfare Officer, you will need to read Chapter 4 and Appendices B-E. In addition to Chapters 2 and 3 (especially paragraphs 2.60, 2.78, 3.8--3.19), references to NACWOs and animal technicians can be found at paragraphs 5.86 and 6.22-6.27. Disposal of animals is discussed in Chapter 8.
  •  Cross-references are provided in the text, where appropriate.
